District Profile
Montgomery County Municipal Utility District No. 18 (the “District”) is a political subdivision of the State of Texas, organized as a conservation and reclamation district pursuant to Chapters 49 and 54 of the Texas Water Code, as amended and Article 16, Section 59 of the Texas Constitution. The District was created by Order of the Texas Water Rights Commission, now known as the Texas Commission on Environmental Quality (the “TCEQ”), on September 12, 1973.
The District consists of approximately 1,479 acres of land, all of which is located in the extraterritorial jurisdiction of the City of Conroe, Texas. The District is located in northwest Montgomery County, southwest of the FM Highway No. 1097 bridge over Lake Conroe, and contains approximately 9 miles of bulkhead shoreline on the western shore of Lake Conroe. The main entrance to the Bentwater subdivision is on the south side of FM Highway 1097, approximately 7 miles west of Willis, Texas and Interstate Highway 45.

Board Members
The District is governed by a Board of Directors consisting of five (5) Board members elected by the registered voters of the District, who manage and supervise all affairs of the District. Board members must either own property within the District or be a registered voter within the District. Each Board member is elected to serve a staggered four (4) year term. The District’s current Board members are as follows:

- Rex Cambern, Secretary, Term Expires: May 2026
- John Crystal, Treasurer, Term Expires: May 2028
- Terry Gent, Asst. Secretary, Term Expires: May 2026
